Mr Pawel Urbanski is a management consultant with Central Europe Trust (CET) where he leads Energy Consulting Group. He cooperates with the Polish government on privatisation assignments and with corporate clients on projects ranging from market strategy to regulatory issues. In recent years Mr Urbanski's research and consulting activities have focused on the transition and regulatory issues of the electricity industry. In the period 1999-01 he was an advisor to the Polish government in preparation of the privatisation strategy of the Polish Electricity Distribution Companies. Mr Urbanski's completed PhD thesis, entitled Electricity price regulation in Economy of Transition, at Imperial College, London University. The research includes modelling competition in power generation, analysis of economies in despatching and yardstick regulation of the electricity distribution. He is the author of the comparative model for the Polish regulator to evaluate relative performance and determine X efficiency ratios for distribution
companies.
